The American Biogas Council testified alongside BTS Biogas in Annapolis in support of two Maryland bills supporting anaerobic digestion: HB510 and HB511. We would like to thank the Mid-Atlantic Bioenergy Council for taking the lead in supporting both bills. HB510, as summarized in the bill, prohibits the owner or operator of a refuse disposal system from accepting loads of separately collected organic waste for final disposal unless the owner or operator provides for the organics recycling of the organic waste. HB510 passed the house on March 13th by a vote of 132-0. HB511 seeks to alter the definition of soil conditioner to include the digestate produced by anaerobic digestion for purposes of the Maryland Commercial Fertilizer Law.
