Job Summary

The mission of the Department of Public Works (DPW) is to provide environmentally healthy municipal services that are both ecologically sound and cost effective. This position is located within the Office of Waste Diversion (OWD), Department of Public Works (DPW). The incumbent serves as a Program Analyst and will support the Office of Waste Diversion in implementing and maintaining Zero Waste DC programs in pursuit of the Mayor’s zero waste goals. The incumbent utilizes knowledge of environmental science and policy, sustainability, and organic waste recycling (composting and anerobic digestion).

Duties and Responsibilities

At a CS-12 level, the incumbent will be an important member of a diverse team of sustainability professionals responsible for implementing programs and policies supportive of the Mayor’s Zero Waste goals. The incumbent works closely with the management and project teams to carry out waste diversion initiatives (waste reduction and reuse, recycling, composting and anaerobic digestion). The incumbent will launch and oversee new commercial food waste separation requirements, including establishing rules and procedures for compliance, identifying regulated businesses, and establishing a process to review and approve of onsite composting equipment. Working with sister agencies to establish clear rules and guidelines for compliance. Reviewing regional organics capacity and researching potential inclusion of additional commercial organics generators under the food waste separation requirements. Other routine duties include preparation of weekly data reports, development and tracking of key performance indicators (KPIs), assisting in technical studies alongside consulting teams, and conducting research to identify new opportunities to achieve the District’s zero waste goals. Strong familiarity of topics in organics recycling, namely composting and anaerobic digestion, and best practices for managing post-consumer food waste is desired. Experience developing regulatory programs is a plus.
